Nothing. Anyone can add a channel, and catalog pages are open to everyone.
Which channels can be added?
Any public channel with a username. Private channels and groups cannot be added: a page needs public posts and view counters.
Where will the channel page appear?
In the catalog, at an address like /en/channel/username — catalog search leads there too.
How do I know whether a channel is already in the catalog?
Search for it in the site header: if the channel is in the catalog, its page opens.
